You mention that "State spending will increase regardless of what the
revenue stream looks like in the future". So what. Don't revenues
always increase? Has government had less revenues in following years
excluding one time accounting ploys or economic shocks?
In practice if you have been a part of any budgeting process in any
organization whether in government or private sector you know that the
out year estimates for expenses and revenues are best guesses and
something to refine as the budget cycle and period gets closer. |
