Transit visa in UK?

Hi,

Is there a new visa procedure that requires a transit visa for UK
*even if the passenger is not making a voluntary halt in UK; but
merely changing plances and take the immediately connectin flight. Or
is there such a law only for Indians/Asians?

First time I've ever seen a .in address. I thought with a country of a
billion people, it'd be slightly more common. Eh?

Sorry, but don't know about visas in the UK.
