Default best time for a visit?

My traveling buddy has expressed a strong desire to head back to Europe - -
specifically, northern Italy and Switzerland. All I can remember about the
calendar there is that spring comes late, autumn comes early and everything
shuts down in August.

Given a completely open calendar, what would you consider the optimum time
for a visit (a week or two) balancing off the weather against tourist
pressure?

In general, people tend to call anything north of Rome northern Italy.
Hardly anyone seems to think of the term central. I, too, would definitely
call Milano northern! The alpine cities are alpine, which happens to be
north.

Northern Italy begins at the Alps and goes down to include Emilia
(Bologna) and Liguria. Central Italy begins at Toscana and ends midway
between Rome and Naples. Southern Italy is the rest. This is how
geography is taught in Italy, not a classification of mine.
