I bought a pair of allegedly Celtic made sailing shoes in a sale that were
tagged red and green. Both were for left feet.

In Britian many police patrol cars are fitted with automatic number plate
recognition cameras with reads the registration number and checks
the police computer to check if its stolen, registered and insured.
This is done in real time so it really shouldnt be a problem for toll
systems.

If you mean the registration number, you certainly can choose a
personalized one (although the area prefix must be valid for the
community where you live.) A lot of people have reg numbers with their
initials and birthdates, or just easy to remember numbers.
It helps living in a small town where the clerks have more time and
are more likely to be friendly and helpful - in fact in my experience,
where I live, they often ask you what number you'd like. In big cities,
they may be less inclined to flip through the lists of available numbers
for you.
You can also get smaller plates for US style license plate holders.
