This will amuse some, taking into account that most of the R'dam, Hague,
Amsterdam motorway the A4 is three lanes each way, that this is a major bottle
neck, that IKEA is building a new store adjacent to this part of the A4 and that
IKEA expects 30,000 customers a day.

THE HAGUE – The Council of State has ruled against the widening of the A 4
motorway between Leiden and Burgerveen. In a case brought before the Council by
the environmentalist organisation Milieudefensie the Council ruled on Wednesday
that air pollution would increase when an extra lane over a length of 20
kilometres was added to the two already existing lanes. It has been stipulated
that the air quality should at least remain the same when new roads are added.
The Council of State argued that a third lane, even with a speed limit of 80
kilometres per hour, would increase the emission of nitrogen and possibly that
of particulate matter."
