From personal experience, Umbria in July can be hot in the day-time but
cools off quite nicely in the evening. Stayed three weeks at a villa
outside of Perugia and never lost any sleep due to the heat. Did find
swimming in the pool for a time before bed helpful on several of the hotter
evenings. We travelled via auto extensively in Umbria, visitng a number of
places, and found Assisi to be the most crowded, but manageable. Other
small hilltowns like Corciano and Montefalco were not crowded at all. We
spent our last three days in Rome which was crowded with tourists, but
that's part of the fun of visiting Rome. Most hotels in Rome are air
conditioned.
