Most of Paris actually dates back 150 years or less. Most of medieval
Paris was knocked down in the 19th century to build the city of today.

Individual buildings in London date back more than 150 years, but
there's no concentrated area there that does.

I think Barcelona's Barri Gotic or Vienna's city center probably have
the best example of the atmosphere you are looking for.

Anywhere along the Danube basin in Austria will give you more fog than you
want. Linz is particularly dismal.
