No, it's not necessarily the best option. Whether it's cheaper depends on
how many people you are and how far your hotel is from Stazione Termini. If,
for example, you are four people, and have to take a taxi from Ternini to
your hotel, the train is probably more expensive.
It's also not necessarily faster. That depends on how long you have to wait
for the next train.
Even in those situations where it is cheaper and faster, a taxi is much more
convenient, and many people don't mind spending a few extra Euros and a few
extra minutes for the extra convenience.

No extra waiting charge for either of those 2 companies I mentioned.
Last April my flight landed on time but it still took me 1:20 to get
out to the driver which was no problem.
On the Fodors' Forum there are dozens and dozens of posts from posters
who have used limoservicerome.com
and no one has ever mentioned paying a waiting charge when delayed and
they have been.
Nor is it listed on either of their websites.
Before these recent 'fixed rate' taxi fares another major advantage of
taking a private car is you know beforehand *exactly* what you will pay.
In a taxi it will vary; slow traffic, gridlock, accidents, road
closing, etc will run-up the meter (below 20km it runs on time not
