How about Switzerland? It has all of the things above, and its fun to drive
around there (at least as long as you stay out of places like Zurich). As
the county is rather small you can easily get around by car and see lots of
different places in rather short time.

Keep in mind that Switzerland is considered expensive.

Stimp has recommended the Czech Republic. I can recommend Prague. It fits
about any Western standard now and is still considered cheap.

Prague is not good for mountains, though.
Croatia (and possibly other countries of former Yugoslavia) might be
worth considering.

Driving is allright, as long as you're not looking for some place to park
;-)
And I think they enforce some kind of car-unfriendly policy there, some
roads are pedestrian-only, and so on. Better to park somewhere outside and
take a tram/train to the center.

Almost all European cities have some pedestrian-only roads, and many
have limited and/or expensive parking. While Zurich has excellent public
transport (meaning you don't need a car to get around) it didn't strike
me as especially car-unfriendly compared to other places.

That's what I'd recommend for any major city with decent public transport.

I am not at all wealthy by any standard, and I have a week in Wengen in
Switzerland at a four star hotel most years in the Summer and don't find it
very expensive. Certainly costs a lot less than staying in London.
