Yes, the character breakfast is available even before the park is
officially open. I was there with my niece in February. It is a
wonderful breakfast with many princesses. Another full serve option
is Garden Grill. Or have they stopped doing breakfast?

Of the places he mentioned, only Norway is in World Showcase. And
yes, the Princess breakfast really is there. You can't do anything
*else* in World Showcase until 11, however.

I've had breakfast before at the Garden Grill but, the last time we tried
(November 2006), it wasn't available. | |

Although not in the park itself, Cape May Cafe has a pretty nice
character breakfast (with Minnie, Goofy, Chip and/or Dale) that is
pretty easy to get. We often just walk up and are seated within 15
minutes. It's at the Beach Club, about a 10 minute walk from the
International Gateway. Spoodles, over at Boardwalk, is nice too. I
know they aren't really "in the park" but they are just a short walk
away and, IMO, serve better food than the other Epcot options.
