No. It must be purchased as part of a package in advance, and must be
either paid for in full 45 days out or, if you make the reservation
less than 45 days out it must be paid immediately by credit card.
Note that to get DDP it must be for all nights of the reservation and
for all people (age three or older) on the reservation, and all must
also purchase park tickets.
The only exception to this rule is if you are a DVC member staying on
points and then you can add DDP at check-in.

worth it!! We tried the Annual Passholder dining experience on our
last trip and there is no comparison! It's worth paying for and even
better if it's free! No complaints from me and my family about the
dining plan. | |

No, the room has to be booked through Disney Travel Company and at
full (rack) rate. No discount allowed, except for AAA members booking
through AAA.

Assuming you booked a Disney package thru travelocity (if you only
booked air and hotel with them and purchased tickets somewhere else it
is not a package), you SHOULD be able to call travelocity and see if
they can add the dining component to the package.
Whenever you book thru a travel agent, or a travel site like
travelocity or expedia, you must deal with the entity you booked with,
you will be unable to call Disney directly.
