We have all seen dress military and other uniforms on formal nights.
When is it proper for a yacht Captain to wear his informal uniform on a
cruise ship as a passenger? When is it not appropiate?

but inappropriate for others unless its comedy night :-)

I don't get it.
The private yacht Captains up here in Newport .. and we have plenty of
yachts.... BIG ONES....wear standard blue blazers with white or khaki trousers
and pinpoint oxford shirts and boat shoes (no socks!) for off-ship social
events. It's the "uniform". In the event they are attending a formal function
at one of the yacht clubs,,, such as the New York Yacht Club summer home
here.......they wear tuxedos... as stipulated by the invitation.

OMG.............. we do have one guy in town... with the white pants.... and
the white shoes. He's in car sales!
