1997 GMC - Can I adjust cruise control speed slower?

1997 GMC 3500 HD The slowest I can set the crusie control is 26 MPH.
Can I adjust it down to 5 MGH. Thanks, Chief

I'm pretty sure you can't. the automakers don't want you using it at
those slow speeds.
