It's a common arrangement at all commercial airports around the world.
The price varies from one airport to another but most, if not all,
commercial airports charge the taxi companies an access fee. If you don't
pay you can drop people off, but you can't pick them up. I saw a situation
at a smaller regional airport where the local taxi company went out of
business and especially late at night people would sometimes get stranded
there. The airport would allow the taxi company in a neighboring city pick
up these stranded people on a case by case basis. Sometimes this company
would still refuse to pick people up because they couldn't be sure the fare
would still be there after they had driven 12 miles to pick them up. They
could drop people off there, but unless people were willing to walk out to
the main highway and off of airport property they couldn't pick them up
without special permission from the airport. I've forgotten what that
airport charged, but it was a surprising chunk of change for a small
regional airport. In the United States it's generally a yearly
non-exclusive, take it or leave it, contract.
