I think you're better of using internetcafe, which are widely available.
I've no experience in buying a mobile in Colombia, but from what I've heard
it's not that easy. Even for the cheapest prepaid they insist on a Colombian
cedula (ID) for personal information. But it doesn't hurt to ask, when
you're there.
