Default Apartment costs

Would a smaller, basic apartment (no air con, no elevator) in a non-slum
but not affluent area in Panama City or Caracas run around $200-$300 a
month? And where would you find info on this online? Most websites
I've seen show only pricey tourist places. (I wish I could read Spanish
better.)

That makes a lot of sense. If anyone can recommend some online
newspapers I should be able to wade through the Spanish to find a price.
