I've read a report that some offices are still taking voter
registration cards, but I wouldn't count on it. It wasn't a
reliable/verifiable source. If you are going to be south of the "free zone"
for less than 72 hours you won't need a tourist card and thus won't
absolutely need acceptable ID, but it's not really a good idea for a variety
of reasons. If you're only going to be in the "free zone" (all of Baja,
Rocky Point and generally 21 kilometers south of the border everywhere else)
Mexico doesn't require anything more than the ID you usually carry and it
shouldn't require anything else to get back into the US unless you look or
sound like a foreigner.
