1 - You should contact the embassy of the countries involved,
remembering that islands that are still colonies of European powers,
like France, the UK, and Holland are covered by those countries
embassies.
2 - You should make certain of your re-entry status to the USA. The
general procedure is that the ship knows of all of the non-US citizens
on the ship and all of them must meet with US ICE on board the ship
and then are taken through the system first, before the general (ultra
light) inspection is openned for everyone.
3 - US customs exemptions do not apply.
