It's pronounced hosay, but spelled Jose.
There are areas which you should wander around alone in at night, but
that's true in any big city and should be no surprise. It's pretty
safe during the day. Cars should be parked in guarded lots but I
wouldn't drive there anyway (because of traffic not because of crime).
