Isn't it obvious that he is referring to those people who would rather
travel with birth certificates, marriage licenses, and a million other
papers rather than simply get a passport.

Best to contact the airline about this question for an authoritative
response. As far as I know, and I am not an expert, a copy of your
child's birth certificate is enough.

For sure he would need a passport to get into Cuba- they will not allow
anyone in without one -even infants

Consider trying to leave Cuba without a passport, and them saying
"oh, but this child is Cuban". What kind of an idiot would you
have to be to travel there without a passport for your child?
