This would never constitute a problem for people from other countries,
because nobody else would even consider to visit another country WITHOUT
a passport.
(Except maybe neigbouring countries in Europe which can be visited just
with a local state issued ID card.)

Each state is issueing ONE kind of ID card. So this is easy to identify
for foreign authorities. That can be a problem with lots of "flavours"
of drivers licences and birth certificates.

Birth certificates are needed here for marriage and for the registration
of a newborn child. And of course if you want an ID card or Passport for
the FIRST time.

What about someone without a drivers licence? I always have asked me
this question? What about children?

Proof of identification is needed sometimes:
- accepting "official" documents or similar cases
- identifying yourself in a bank to get an account
- at the airport
....

So everyone needs and has such a card in most european countries. ITs no
hazzle to get it. Most people are carrying them with them all the time.

And its quite natural for most of the people here to have a passport.

Children here get a Kinderausweis i.e. "children ID" which will not contain
a picture for travel in European countries. If used outside you will have
to add a picture and its used "like a passport".

Ok. Problem. What about "single parents"? Will these countries really
need a notary proof, that you are are the ONLY parent?

About those nearby country reciprocal arrangements, can someone from Barbados
enter the U.S. without a passport?

How about Canadians?

Anyway, many countries around the world (not just EU) have arrangements
allowing their citizens to visit nearby countries without passport. Nothing
magic about US/Caribbean arrangements.

Barbadians must have a valid passport to travel. PERIOD.. (and according to
our immigration office it must be valid for 6mths, whether thats inforced or
not I don't know). That means even to another Caribbean country that is a
part of Caricom (Caribbean Community) ie, Trinidad, St. Vincent, Antigua
etc.. So YES a Barbados Citizen must have a passport to travel into the US
and a visa I might add. US Citizens and Canadians don't need a VISA unless
they are coming here for more than 90days.

Most people don't understand that while your travel document helps you get
into the country you are visiting, it is even more important for you when it
comes to going back to your own country.

This is a common requirement. The general requirement is that the passport
must be valid for continued/return travel -- so that the person is not
"stuck" in a particular country.

I have recently revised my prior opinon that most people are stupid.
My current opinion is that most people are NOT stuped, but most people
often act as if they were stupid. Frequently this appears to be the
result of their being too lazy to bother thinking. If one thinks it
through, traveling internationally without a passport is stupid.
(There are some exceptions, but even then a passport is a very good idea.)
