Default Kelowna-Naramata road...

The SHORT answer is YES.

Google any of the many wineries along that shore, and ask them!

Info from friends who know the area well:

Yes, you can drive along the Chute Lake logging road, but ... only in a
good 4X4 and with someone who knows the territory.

Also keep in mind that this is prime forest fire territory.
