Craig,

Union/Management formalities aside, what makes the new arrangement so
difficult for drivers to be 'quickly' breifed on?

On teh down there is a facing crossover so the protecting signal has altered
aspects..
On the up there really is no change other than driving thru facing points
out of #1 platform.

So why the need for hours of wasted time and arrangements for the
commisioning of "1" set of facing points?

The railways own laws might have something to do with it as Craig has
already pointed out

They're a legal requirement and can't be put aside
