Good question. The Victorian Government's Department of Infrastructure
"supports four ministers" (oh the significance of that wording).

They are Peter Batchelor, Minister of Transport, John Lenders, Minister
of Major Projects, Marsha Thomson, Minister for Information and
Communication Technology, and Theo Theophanous, Minister for Energy
Industries and Resources.

So there's a Minister of Transport, but no Ministry of Transport.

Most suburban tracks have a max speed of 80 km/h, Pakenham, Werribee,
Cranbourne, Sydenham have 115 km/h.

So there is a transport ministry, which means there is a ministry of
transport. It's just that the ministry of transport in our case is named
the Department of Infrastructure.

Actually the Siemens are capable of 160 km/h but the V/Line blokes hate
hearing that!

If the maximum service speed in their operational area is 115Km/hr, why
would you provide them with motors and gearing for 160?. Wouldn't be
sensible to change the gearing and lower the power required ?

Or are those things 'so off the shelf' that the only significant
customisation was the decals ?

(Presumably the software in the traction computer has a soft limit of
130 applied to comply with Victorian operational requirements)
