Default Passenger Rail Privatization in Australia & New Zealand

I was wondering if any of the newsgroup readers can help me out. I
work for the National Railroad Passenger Corporation (doing business
as Amtrak).

The US Deparrtment of Transportation has just come out with proposed
legislation to reform Amtrak.

I'll spare you the details, but this involves splitting the company
into three parts and transferring the responsbility for intercity
passenger rail funding (with some continuing support from the federal
government for capital funding) to the states.

I know from my limited reading that Australia and New Zealand have
privatized some or all of their intercity passenger rail service. I
was wondering if you could refer me to sources of information
(preferabbly available online) on the following:

1) Studies on privatization conducted after they took place looking at
the effects

2) Newspaper or magazine articles looking at the same topic

3) If you've been personally involved or have studied a case study
your personal insights.

Thank-you in advance for your responses.
