Due to contract violation or because the SRA wants to merge two more TOCs
into a bigger franchising contract ?.
The current round appears to for much bigger franchieses, not the gagle
of small ones from the first attempt, only all these small contracts all
had different end dates, so to merge two, some one has to be cut short...
