I've been in Tokyo for a couple of weeks in that period for the past
two years (and Kyoto last year). I may have been very lucky with the
weather, but both times it was a rather pleasant Spring.
Temperatures high enough to walk around during the day with only long
sleeves - max. was maybe 20 degrees C on a good day, 16 on a rainy one
- evening did usually require a jacket. Wasn't very rainy, though. And
no big storms either. No snow at that time, of course.
