No. HK is crowded and drives on the other side of the street (British
system). There is no place to park. Public transportation is great. So
really no point in driving.

For a foreigner to drive in China, there is potential of liability that it's
legal system is not ready to deal with.

I know OWNING a car in China can get expensive but the penalty for
killing or maiming a bicyclist or pedestrian is only about US$200. A
foreigner won't need Bai Ling to save him/her.

That's the law for locals. If you are a foreigner, which by definition is
rich, you'd be hit with huge liabilities.
