No, only officials of the 50 States who have never bothered to read the US
Constitution. I violate the laws of the Commonwealth of Pennsylvania every
week by engaging in interstate commerce, but I violate no Federal laws. The
Commonwealth of Pennsylvania would get laughed out of Federal court if they
attempted to prosecute me.

No. You're missing the point. Overflights are not regulated. Flights into and
out of a state may be.
