Default BA carry-on enforcement

Do not forget that with BA you can do self service check in - so perhaps
the check at the gate was the first opportunity.

The point is that for the OP the check in was at the regular desk and
there was no attempt to conceal the carry on materials. If the staff
had indicated that there might be a problem then it would have been far
easier to take care of the problem. The staff simply ignored the
situation and thus made it difficult.

He might have said this, but he cannot possibly *know*
they everyone of the passangers had checked in via the
BA desk. It seems most unlikely to me.
