Default Frozen Fish

I just flew St. Maarten-San Juan, a guy attempted to transport frozen
fish wrapped in plastic bags in its hand carried luggage. He was
stopped because the fish was not inside a cooler: "decomposing fish
may interfere with the operation of the airplane". The trip between
St. Maarten and San Juan lasts about 30 minutes.

So if I understand you correctly, instead of having such an obviouly
silly rule forbidding frozen fish as carryon on a short duration
flight, the airline should be more flexible, perhaps with a list of
which flights allow frozen fish wrapped in plastic bags as carryone,
and which flights don't? Maybe posted on their website, or printed on
the ticket? So as not to invconvenience the millions of travelers
every year who depend on the airlines to transport their frozen fish?
