Default Last-minute ticket purchase

For air ticket purchase, you often need to use a credit card based in
the same country as the departure airport. The simple solution for the
OP: find a genuine address in USA (eg use that of your friend in
Chicago); ask your credit card provider to change your billing address
to that address. You now have a card based in the USA and can use it
to buy your ticket. Five minutes later, once you have the confirmation
email for your eticket, you can change your billing address back again
-- unless you want to receive credit card statements in Chicago while
you are there.

Do they actually check the billing address?

Don't the just use the issuing bank's location?
