Perhaps not if all the fish are frozen into one big block of ice.
That takes care of keeping them cool and solves the pilfering problem.

I hope the airline wouldn't take them - who wants rotting fish water all
over their luggage?

Probably each airline will have a different policy. At a minimum it would
have to be in some kind of water tight container and might need to use dry
ice.

After all, I'm sure the other passengers wouldn't appreciate it if your
cooler leaks rotten fish juice all over their baggage.

I do it all the time and never had a problem. Put the fish in ziplock bag, add
some water to the fish in the bag, freeze solid, wrap in paper, pack the ice
cooler tightly and tape shut. The fish will stay frozen and in good shape for
the trip home.
