Default When does the TSA cut locks?

If I'm flying international with no domestic connection is the TSA
cutting my locks or not?

I'm flying out of Chicago to Bangkok via Narita.

I just flew SAN-LAX-TPE-BKK and back. Lock remained intact the whole
way there and back. In SAN I was able to talk to the TSA agent over
the barrier and tell him I would provide the key if he needed it. He
did not need it. I brought extra locks in my carry on so I could
relock it if it was cut. Buy a three pack of locks at Walmart for a
few dollars, lock it, and if the cut it what can you do. If they
don't then that's even better.
