Is the "enpower" outlet 12 VDC? If so, would any device setup to plug into
a cig lighter work?

I'm assuming the answer to the first Q might be affirmative, but the later
negative. It would make too much sense.

The APC (APAC) adaptors have a cigarette adaptor for the usual empower plug
so you would need to find someway of converting between the two....

For future reference, I found such a product (Empower-to-cigarette lighter
recepter cable) at the Rand McNally Travel Store on Market St. in San
Francisco. Other branches might have them as well.

However, the cost was $20, and you might still need the AC adapter and
cables for your device for use on land, anyway.
