Whatever for ?

So that you can whinge about more line closures and more possessions
for engineering works or slower moving instrument trains in section or
manually doing the job with people on the track (in turn probably
closing both tracks not just one).

Modern railways need every bit as much high-er speed test trains to
revenue earning trains. In fact, I'd go as far as to say it is near
essetnial to have engineers tests trains of similar capability to
operators trains where large fleets are concerned.
