Much of the Exeter-Barnstaple line is single track, with "passing
places" of double track at stations every 10 miles or so. (Sorry don't
know the correct technical term) so it'd only be as fast as the Exeter-
Salisbury line

To restore the railway from Okehampton would require major work. Isn't
Meldon Viaduct on that line?
