Default Honorary Citizen Pin

I'm sure it would not be transferrable even if the answer was positive
- but I was recently given a purple/mauve pin badge (the 3inch, 1st
visit/Happy Birthday/Magical Gathering style) which is adorned by the
words

"Honorary Citizen of Walt Disney World Resort" and a graphic of a
large silver key (as in lock) entwined in a large letter D (in Disney
script).

The pin was given to me by a very very frequent visitor of the parks -
with the story that it was surreptitiously passed to him by a CM,
saying that it "unlocked many Magical Moments".

I've no idea what the guy was talking about - aggravated by the fact
that English is by no means his first language.

Anybody know anything about these pins? What do/did they represent, if
anything? Any "value" to it in late 2008?
