Yawn, you just don't get it do you? Miss use of government property is
miss use of government property. Far easier to refuse all requests from
any "government" official. Police corruption knows no bounds. Officer who
get all those little requests go on to start pinching stuff left right
and centre, just like all those stories about light fingeed shunters.

As to the canteen, perhaps it wasn't a railway canteen? Perhaps it was
under licence. Who was going to pay for the food? Who is going to watch
that some "passenger" doesn't steal something (always chancers around) and
who is going to watch that someone doesn't injure themselves.
