Default huge drop off for car rental Vancouver to Seattle

we did consider taking our rental car from Vancouver over on the ferry to
Victoria. However, the rental rate for the car went way up when we tried to
do that. (from around $25 per day to $110 per day for the car). So we're
picking up the car at the airport, using it for a few days, and then
returning it to the agency's downtown Vancouver location, with no drop-off
charged. Rented an intermediate from Dollar for about $75 for the weekend
and we'll use an upgrade coupon to get something a bit larger. We're told
that most of Victoria is easily walkable and that we can purchase tours or
use public transit to get to things like Butchart Gardens. If we need a car,
we'll rent one for the day in Victoria. It does make handling luggage more
difficult but I'm sure my wife will let me carry hers for her.
