The Gardens has had one of those road train thingies for years. (Darling
Harbour still has one as well I think). Presumably the concession has
come up for renewal.
Or just possibly it's a privatization, and the old train was operated by
the Gardens directly.
The tender summary does mention the existing service -
---
'The service will operate within the grounds of the Botanic Gardens based
on a current approved operating route with the starting and terminating
point being near the Queen Elizabeth II Gate.

The operation of the exiting trackless passenger train service may be
viewed between 10am and 4pm.'
---
Note 'Current approved operating route' and 'operation of existing may
be viewed'.
