Can non-DW resort guests use the DW transportation system?

I used the Disney bus system last time and we never had to wait to long and
found it fast and efficient. Plan on using it again this coming August.
Personally and I mean personally I'd rather take the bus than drive to each
park. Especially if you park hop as we do.If you hop that means you have to
travel back to your point of arrival to go back to your hotel. If you take
the bus you can go home right from the last park you were visiting.
